Do they earn a slot? Yes — they're the skeleton key. Bolt cutters break padlocks on exits, lockboxes, and weapon lockers, bypassing both keys and codes. Hatches and gates both accept them in their requirement chains, which makes cutters the most flexible exit item in the game.
