Coming back: RNG cops vs the guaranteed Dr. Loomis

Death (and escaping early — both send you to spectator mode) isn't the end of your match. But the respawn system is widely misunderstood, and the correction matters: the police-officer return is RNG, no matter how well you spectate. Dr. Loomis via the CB radio is the guaranteed route — if your team prepares it.
The spectator grind (and its honest limits)
While spectating, minigames grant perks to whoever you're watching and fill your own return bar — hit the marker dead-centre; a perfect hit fills far more than several sloppy ones (see skill checks & minigames).
Here's the part the game doesn't tell you: the bar and the "police respawn available" banner only mean a return can happen. The actual cop respawn is random — you can play every minigame all match and never get it. One experienced creator calls this one of the game's worst current design problems. Spectate well, but don't bank the plan on it.
The guaranteed route: Loomis and the CB radio
Returning as Dr. Loomis via the CB radio is guaranteed, with requirements your team controls:
A teammate must be dead (someone to return as Loomis).
The radio's house needs power and a working phone line. Michael destroys both; a repair kit fixes them — the repair kit's most underrated use.
Use the CB radio. Loomis arrives: Magnum revolver, flashlight, and he can ride a bike. He also makes phone calls unusually fast. Reported
Two hard caveats: once Loomis dies, he never comes back — and Michael can destroy the CB radio pre-emptively if it hasn't been used yet. Reported Protect that house like the objective it is.
Playing the return
Cops and Loomis are support, not heroes reborn: you can't hold normal conversations with residents — only the command wheel, and only on residents already aware, scared, or hiding. Your value is escort screening, blinding, and above all the arrest, which only your badge can perform. Bot cops also patrol alongside player returns, and Michael can often spot player-returns by their human name floating over an "NPC". Reported
