The police meter & the flare gun trick

Police are the civilian endgame — the wagon escape, the patrols, the only hands that can arrest Michael — and the response is tracked by three badge icons under the minimap. Two ways to fill them: the phone, and the shortcut most players never learn.
The phone call (the long way)
Calls route through an operator to the Haddonfield Sheriff's Department, then dialogue options with follow-up questions from dispatch — sometimes including the deflating reply that all officers are already out on calls. Successful calls escalate the response meter. Flavor detail that's also a mechanic: Annie's call dialogue asks for her father, Sheriff Brackett, and her trait shortens police spawn time.
The staffing rule: a low-Personality character should not be making calls — the call takes long enough on a 3–4 Personality that it's a net waste of match time. Delegate to an NPC (resident calls are a command option and reliable) or a high-Personality hero. Dr. Loomis, if he's in play, makes calls unusually fast. Reported
The flare gun trick (the short way)
Firing a flare gun into the sky fills a police badge — no phone, no dialogue, no Personality check. It's dramatically faster than a call, it works mid-chaos, and it's the reason the flare gun earns an inventory slot twice over (it's also a top-tier blinder).
Point at the sky, fire. One badge fills.
Save one shell for the arrest window if you can — blinding a downed Michael is the flare gun's other job.
Consider it as your starting item. The flare gun is an unlockable starter — a badge in your pocket from minute zero.
Spending the response
Badges filled means patrols, a wagon eventually (~7 minutes observed — see escape routes), and arrest potential. The meter is the setup; the arrest guide is the payoff.
