Does it earn a slot? If an arrest is even remotely in your plans, yes. The mystery is solved: thrown at a downed Michael, the Fragile Hourglass strips his ability to stand for a long period — the time the arrest meter needs. It's the enabling item for arrests, proven across repeated attempts including a solo arrest. He does eventually recover; the window is long, not infinite.
The one rule
Downed first, hourglass second. It is not a stun, not a trap, and does nothing useful against a standing Michael. The full play-by-play — including the belief that even Reality Tear can't break him out of the pin — is in the hourglass guide.
The unresolved bug
Spawning
Chance-based at semi-known relic spots; more than one relic can spawn per match. Routes and caveats at rare item spawns — and never stash one in a bush (items dropped into bushes can become unretrievable).
