Does it earn a slot? Yes — it's the arrest plan's ranged half. The rifle is the highest-damage firearm: a clean headshot can down Michael outright, and it can break a grab from across the street — the longest-range rescue in the game. The costs: it's rare, and it's poor up close.
What a headshot down means
A down is the entry condition for everything that removes Michael from the night: the hourglass pin, the arrest meter. A rifle in a high-Resourcefulness hero's hands (Res scales firearm damage) converts "we see him" into "he's on the ground" without feeding him a melee scrum.
Handling notes
- Keep distance — its weakness up close is real, and Michael's grab game punishes rifle-holders who let him walk in.
- The execution-immunity rule applies here too: mid-animation, he takes nothing. Shoot the approach, not the kill scene.
- Ammunition and pickup details are thin in sources; treat every round as precious.
